International Liaison Committee on Resuscitation (ILCOR)

The International Liaison Committee on Resuscitation (ILCOR) is a forum for principal global resuscitation organizations. The objectives of the ILCOR are to:

• Provide a forum for discussion and for coordination of all aspects of cardiopulmonary and cerebral resuscitation worldwide.
• Foster scientific research in areas of resuscitation where there is a lack of data or where there is controversy.
• Disseminate information on training and education in resuscitation.
• Provide a mechanism for collecting, reviewing and sharing international scientific data on resuscitation.
• ​Produce statements on specific issues related to resuscitation that reflect international consensus

ILCOR coordinates the evidence-based review of resuscitation science, which culminates in the periodic Consensus on Science and Treatment Recommendations (CoSTR). From the CoSTR, individual councils develop in country resuscitation guidelines (last published in 2020).

AAP/AHA volunteers then work jointly to develop the Guidelines for Cardiovascular Care and Emergency Cardiac Care of the Neonate​, which are based on the CoSTR.

The NRP Steering Committee then works to translate the guidelines into practice and requisite training materials, the most recent being the NRP 7th Edition.​​​

• Heart and Stroke Foundation of Canada
• Australia and New Zealand Committee on Resuscitation (ANZCOR)
• Resuscitation Council of Asia
• Resuscitation Council of Southern Africa
• InterAmerican Heart Foundation

Published Scientific Research (Journal Articles, Studies, Case Reports, etc)
Hundreds of volunteer experts from around the world review and evaluate the peer-reviewed literature, and then develop a summary of knowledge for each resuscitation topic.

International Consensus on Cardiopulmonary Resuscitation (CPR) and Emergency Cardiovascular Care (ECC) With Treatment Recommendations 
This summary is reviewed and debated, and the level of evidence is rated and classified before being posted online for public comment. Based on the consensus of the assembled international experts, treatment recommendations are generated in the Consensus on Science and Treatment Recommendations (CoSTR) document.

Guidelines for Cardiopulmonary Resuscitation and Cardiovascular Care of the Neonate
Each resuscitation council develops resuscitation guidelines, based on the CoSTR, that are applicable to their country/practice.

Neonatal Resuscitation Program
The NRP Steering Committee develops educational materials based on the AHA/AAP Guidelines. The NRP Busy People Summary (PDF) highlights the science changes.
